Charles Sills is a Senior Advisor on the Boards of the Eurasia Center and the Eurasia Business Coalition, and serves as the Director of Energy and Environment and International Security issues. He is also assisting with the development of the Eurasia Center’s Gulf States Program. He has helped moderate EBC’s conferences and panels on ‘Infrastructure and Energy Investment Opportunities on the New Silk Road’, ‘Doing Business with the BRICS’, and ‘Doing Business with the Eurasian Economic Union’. Mr. Sills has extensive experience planning & directing international industrial and infrastructure initiatives – having served on the Danube Task Force that ran the Danube Basin Environmental Restoration Program led by the World Bank, the European Bank for Reconstruction & Development and the UN Development Program, involving 13 countries from Austria to Moldova; the Japan-U.S. Joint Fund for Social & Economic Development in East/Central Europe; the Helsinki Commission; the Kaliningrad Defense Conversion Initiative; and the NGO Delegation on NAFTA. He was responsible for securing funding for the Smithsonian Institute's biodiversity preservation/cancer cure research program in Brazil's Amazon region; the Sassari, Sardinia symposium on ozone depletion organized by the International Council of Scientific Unions; and the President's Council on Sustainable Development (PCSD).

Mr. Sills served in National Security positions in the Pentagon, the Defense Intelligence Agency (Deputy Director, World Estimates Division), the U.S. Middle East Force Command (based in Bahrain with responsibility for the Persian Gulf/Red Sea/Indian Ocean), and the Supreme Allied Command, NATO/ Atlantic. Following Naval service, he joined Martin Marietta Aerospace (now Lockheed Martin)'s International Division, where he wrote Martin's first Strategic Business Plan for Southern Europe, the Mideast & North Africa for its defense systems, civil air and renewable energy technologies; managed the export licensing programs for those products; and testified before Congress on the need for pro-active U.S. Government support of advanced technology programs in the energy and aerospace fields. His education includes an M.A. in Defense & Foreign Policy, Fletcher School of Law and Diplomacy (Tufts & Harvard Universities); and an A.B., Princeton University, Woodrow Wilson School of Public & International Affairs.

Currently he is Executive Vice-President, Government Affairs/Federal Contracting for Trillacorpe Construction, a Service-Disabled Veteran-Owned Small Business (SDVOSB) that was ranked No. 23 in INC Magazine’s 2011 List of the 500 Fastest-Growing Businesses in the U.S., and rated No. 3 in the Government Services sector. Concurrently he runs a Trillacorpe affiliate, FED/Contracting LLC, that assists Small Businesses gain access to Government & Military procurement programs; and develops ‘Mentor-Protégé’ partnerships that match Prime contractors with Diversity Suppliers. Mr. Sills is a member of the U.S. Chamber of Commerce Small Business Council; the Washington DC Chamber of Commerce; and the Governing Board of Vet-FORCE. He is a member of ACORE (American Council on Renewable Energy)’s Defense & Security and International Advisory Committees. His participation with Small & Medium-size Business Enterprises (SME’s) helps support the Eurasia Business Coalition’s matchmaking program that promotes partnership opportunities between U.S., European and Asian companies, from smaller firms to multinationals.
