Derna, a city of 100,000 that saw one third of its inhabitants perish, another half displaced and most if its dwelling swiped into the sea almost a year ago, is now recovering. What and how has this been accomplished? And how is the geopolitical and finance rivalry between east and west governments influencing its reconstruction?
